I found this 1999-P coin in a bank roll and there is a long groove on the reverse above the word "States." It seem like an odd place to receive PSD. Is this an extremely minor planchet error?

Possibly a coin counter or coin wrapper spinner mark...like got stuck? my WAG.

Kind of looks like die attrition ? Here is an example

To me it looks like a piece of foil that was struck on the rim of the coin. The copper color above the second 'T' on STATES makes me think that.

Images can be deceiving but I was thinking die attrition as well.
