I think the surface issues are minor enough for the coin to escape a "details" flag. However, they might warrant a little net-grading. NGC appears to have given this piece a bump in the wrong direction. F-15 is where I would have landed.

I see that major relaxing of standards on these type of coins. Oh well, all new collectors such as myself learn how to
grade and you will develop an eye for quality no matter what TPG.

I don't know why NGC shoots itself in the foot like this, but they do. The owner CEO had the gall to send out a message to the public that he was dropping PCGS coins from his registry because PCGS is over grading coins on a regular basis. "People who live in glass houses should not throw stones."
