It looks like an barbaric imitation 4th century?

Looks like a Barbarous imitation of a SALVS REIPBLICAE of Valentinian II

Something similar to my barb below.

Obv:- D N VALENTINIANVS P F AVG, pearl diademed, draped, cuirassed bust right
Rev:- IIII IIIIIIIIIIII. Victory advancing left, holding trophy over shoulder and dragging captive behind her. PT monogram in left field

Reverse is VICTOR-IAAVGGG:

As listed on that page, that reverse is host to some *very* rare emperors. Take your time, clean carefully, and hope for the best!

(In all reality, 99.999% chance it's just Theodosius, Honorius, or Arcadius.)
