Looks like the date and reverse has some doubling

Hard to tell specifically if it is a because of the plating or Die Deterioration from the photos, unfortunately not a doubled die.

Hard to tell from the pictures but might be just a plating problem.

I feel what you are seeing on the 'E' on STATES is a die wear issue. Note that none of the other devices show this on the coin If it were a doubled die, then changes are the other devices around it would also be showing the same enlarged hub doubling:
