It looks aggressively cleaned to me, but I'd put the actual wear around VF30 along with @aswag.

I'll say weak strike NGC or PCGS I think would give a 40

Not surprising for KGV nickels, there is a lot of grading discrepancy F15 - EF40. As pointed out, this series is notorious for weak strikes.
There is no way this is coin is less than VF20. The way I grade is that to make VF20 one needs to see the bottom of the headband (which is visible in this coin).
I hesitated giving this going XF40 -- although I do agree NGC & PCGS would likely grade it XF -- but decided to be conservative and when with VF30.
Here are the things going for this coin (which aren't traits of Fine grades)... 1. Bottom of head band visible. 2. 5 vertical beads in crown just barely visible 3. The rims are in great shape 4. The forked ribbon on the King's left shoulder is visible.
Essentially the coin is EF on the points above except I decided to downgraded it to VF30 on eye appeal due to the "cleaned" appearance.

With this series known for weak strikes, you have to look at both sides of the coin. From my experience, with a weak strike, one side will be weak and the other much stronger. In this case, the Obv is weak and Rev is stronger. I'd give it a VF-30, maybe a tad higher, but it has been heavily cleaned.

I'll go EF weak strike and cleaned..
