Slight misaligned die strike.

It is from die attrition. The edge of the die was worn off the coin on the motto. Moving the devices onto the rim area because of the rub against the collar from the die not being aligned correctly. This would probably have not been a collectable MAD, (because the devices would not have fallen over the edge of the coin, but because the die edge was affected, it is an attrition coin. Another nice find. Seems like we have seen a lot of these lately.
