This particular coin, is actually rather hard to grade.
IF a person can look past the toning on the bust, nearly the same on the reverse, and a few specks....then this coin is, in all likelihood, an MS66 grade, with a soft strike.
But, because our eyes WANT us to see a non toned pre 1930 Lincoln...then 63 is the highest grade.

What the heck are you talking about? My eyes don't WANT me to see anything other than a blotchy Unc 1929 cent.

It looks like a scan which makes it tough to accurately judge. I'd guess MS64RD since it's in an older holder. Today it's probably a RB.

i dont like this coin at MS65 but thats just me. I wouldnt grade it higher than 63 due to the eye appeal
