Your photos are too poor to make out the coins.

However, the fact that is says "Manufactured By Shanghai Mint" and "Happy New Year" in English makes me think they are "tourist" coins, and by that I mean either a reproduction or just a fantasy coin.

Shanghai mint does exist. English on such packaging can be hilarious however there wasn't a genuine need for grammatically correct English back 20 years ago.

I believe they are genuine tokens and products from Shanghai mint. Unlike their coin counterparts, they are not too popular yet but I believe it's a matter of time.

It was poorly marketed back then. The Chinese coin market only took off around post 2000 where quality control did improve.

Hi mizzle,
Just a couple of info to add:
1) The 'Happy New Year' card is part of the Lunar New Year medallion series issued annually by the mint up until now. Yours depicts a rooster so it's from 1993. There's a different animal artwork on the medallion and card each year based on the Chinese zodiac cycle.
2) The other medallion card is a souvenir of the Summer Palace in Beijing.
