I see it as XF-40.
Plenty of "WE" left but the horizontal lines in the shield show wear.

I have it better at au50. Very nice detail and strike. I would be 1 grade higher if it wasn't for the weak WE at the high point of the obverse. Very nice looking coin.

EF45 for me as well.

That is a really nice EF-40, and it's the way the grade should look. "Grade-flation" has allowed pieces without the "WE" slip into the EF grade, which is not right. If one were to mark this as an EF-45 I would not complain too much.
