It's a short cross penny. The obverse would read HENRICVSR/EX Unfortunately it's not too clear where it was minted as that would confirm which king.

My guess is Henry III (1216-1272) and possibly Canterbury, but not sure which moneyer. Possibly Roger ... But I could be miles out I'm afraid!
