I think this is a 64. It has a beautifully strong strike. But it has unattractive bag rub interrupting the frosted devices and fields. Many surface bagmarks in the fields. Low eye appeal due to fingerprint by the mintmark. Smudge-like toning by the motto. Spray-like luster in spots, proof-like surfaces in other spots.
Readily available common date with many high grade, beautiful examples available. Coin does not seem very compelling. You can pick up a stunning 66 for a couple of hundred.

I'm in the MS63 range tops on this one.

I should add in case it isn't obvious that this is a prooflike coin.

No way to tell if it is PL from pics because there is no way to judge the depth of the fields, but the mirror finish of the fields on this coin seem to be severely marred and impaired.

With that many marks on the obverse I wouldn't expect anything higher than MS-62.

I see this as a 63. Possible 64 if the color ups the eye appeal.

I can see MS64PL knowing how frost breaks catch the light when photographing.

Well, at least we agree it's probably not a 65!

I agree. I'm not seeing a 65 here. I understand that the flaws of coin are more pronounced on prooflike surfaces but it's barely a 64. NGC has it at 65.

MS-65 PL seems a little high. I was going to say it might make MS-64 PL.

Agree it was over graded by a point. It is hard to tell with pics if a coin is prooflike.

Obverse 63 PL, Rev 65 PL, net 64 PL.
Prooflike refers to the contrast between the fields and the devices, as well as to the reflectivity of the fields, ranging from "technically PL, barely" to "wow, look at that black/white contrast and those 16" mirrors." This one, to me, makes a full PL, but only just so.
