I would appreciate if I could get some feedback on this bill. Being that it's shifting to the right, does the star amplify the value (if there is any)?

The off-center would need to be more pronounced to have any premium. IN that condition, they are going to be spenders in my opinion.

Both notes are spenders.

The first example is just a poorly centered note, and the second note is real close to being in the pile of notes to be sent back to the BEP for destruction/replacement.

The first bill is from a run of 3,200,000 so it is a spender. The second bill is from a run of 3,200,000 so it is also a spender.
