I would guess that your note would be worth considerably more to someone from China than someone from the US so I'm not sure that you will get an accurate answer here. As you might expect, the vast majority of CCF members (including myself) live in the US and have that perspective. The US government also does the same when they need one - they simply print more. 2. Neither the Chinese or the American bill are technically worth more than the paper they are printed on. 3.
