I'm not sure about best but I kinda like Mint Products (MintProducts.com) they have great return and refund service if you are not satisfied with your purchase and prices aren't that bad.

There are many online stores and they may sell different coin types, slabbed or not, shipments to your location, payment options. Here is a post I made of some online retailers in the past: Online Retailers

I consider ebay a store, it's the only place I shop. Just make sure the seller will ship to Puerto Rico.

ebay is where I have bought 90% of my collection and as far as my commemoratives I would say 100%. Never had had a problem that was never corrected.

Unfortunately I have never found a great or even decent on line coin dealer. I only buy at coin shows and so far I've never found a coin for a better price on any on line dealers. Especially ebay. I always feel sorry for those that can not find or have access to a coin show. NO postage, no handling, no insurance fees and no no return policies. No lost in mail ether.

APMEX is pretty good for bullion coins.

I agree with just carl. Coin shows are the best bang for your buck across the board. You can meet the person you are doing the deal with and often times they will knock a few bucks off if you are buying multiple items from that person. It is still possible to over pay at a show, which I have done accidentally.
I was able to buy a couple authentic China silver Pandas at $18.50 a piece recently at one. I have yet to find any online for less than $20. On the other hand, a couple rows down, you may see someone trying to get $28 for the same exact thing. I'd say check online for any coin shows near you. I have 2 per month within less than a half hour from where I live. It's also fun just to browse through a room filled with precious metals and history.

I guess it depends on what you are buying but there are a lot of reputable dealers online.

There is no "best" or "safest" online store with "the best" prices.
If there were, there would only be one place.

Or we would all have the list of places memorized by now.
