I disagree with your post 100%. It smacks as an old wives tale passed down in chat rooms. How many ICG PR-70 coins have you looked at in hand? If the number is under fifty, IMHO, the OP should disregard this opinion entirely.
First, let's leave the value of a PCGS slab and an ANACS, ICG, or NGC slab out of it as in this case it has nothing to do with anything. PCGS wins!
Now, any knowledgeable and experienced numismatist who purchases slabs should know that there are over graded, under graded, and correctly graded coins in EVERY TPGS holder. Additionally, the standards for PR/MS-70 are different at each service! That is unfortunate as a 70 should be PERFECT - without flaws - mint made or not!
Those slabs are the type that appear to be made for a TV promotion. I've seen some form of this "generic" label from several companies.
I've probably examined thousands of MS/PR-70 slabs from all the TPGS'S and I can honestly say there is real crap graded "perfect" in a large percentage of holders from ALL OF THEM; even down to a grade of 66-67 when stains and spots (eye appeal) are counted.
I have no idea what the OP's coins are worth. There is a very good chance I could find a reason not to 70 practically any coin I look at. However, I have seen thousands of truly perfect 70's in slabs. I own some. Pay your money and take your chance. $23 seems really cheap to me.
The price seems low (remember I don't know value!) either because one or more of the coins is not perfect OR this is a typical bargain for coins in SEGS, ICG, or ANACS holders due to the bad rap and wives tales uninformed collectors post about the second tier services!
