That could well be a late die state strike since as dies wear our they expand, making the letters arrear ballooned. In this case because of the location, I think the letters IN have become both smashed then worn down most likely from the crimping spinner of a coin roll sealer.
It is hard to tell if it is flattened ,cud,damaged or simply worn because the pictures are not too clear! the T,G and R look pretty flat and worn but a better picture would help .
