This is a very interesting VAM (2C3)! Listed as an R6, but perhaps scarcer, the dies were clashed no fewer than three times, and perhaps as much as five; there is also a large die break directly behind the cap to the left and down slightly from the M in UNUM. The other distinguishing feature of this VAM is the lack of reverse die rotation, which is present on all of the other VAM 2 dies in the emission sequence. On this particular GSA (OGP) example, the coin has a very heavy layer of frost on it, which mutes the luster, although when the reverse is viewed, you can see reflective surfaces that "break through" the frosting in places. Would this affect the grade you assigned it? I have personally graded it MS 63, but I suspect that a TPG might knock it down to MS 62 for the muted luster/frosty surfaces. Technical 63. Losses a bit on the eye appeal, although this might look a lot different in hand.
Two things. First, it would probably be good for you to withhold your grade opinion until after folks have offered their own. Although I usually agree with you, it would be more of a learning experience for all of us without a pre-ordained grade.
Second, to answer your question, grading is so misunderstood by so many, mostly because of conflicting opinions from the powers that be.
For those that still remember when ANACS gave grades that were reduced because of a problem, that was probably the worst thing that has ever been done to understanding grading.
Technical grading first divides circulated from uncirculated, and uncirculated points is decided strictly by the bag marks, scrapes, and hits that occurred up until that point.
Frosting, Cameo, strength of strike and other factors account for eye appeal, and does influence price, but not the technical grade.
Luster is a two edged sword. Many seem to believe that luster affects grade, which it does not for the technical grade. Luster is a important part of deciding circulation versus uncirculated, and also helps decide technical grades down to about EF-45.
A lack of luster should not influence a technical uncirculated grade. Although it does effect eye appeal and value.

I agree, but since these are not TPG graded coins, I am looking more to see how my opinion reconciles with that of CCF, than if trying to see if people can guess the grade.

MS-64 even with the hazy luster. It does have minimal marks.

Might sneak into MS-65 at a TPG. I don't see very many marks but if it doesn't make it, it is probably due to the haziness subduing some of the luster.
