Looks like a possible Grease Fill on the legs of the E in LIBERTY.

Better upright Photos would help confirm.

I played with your photo a bit and it looks more like the letter E had taken a hit! notice the bar on the E is slightly slanted and it is a bit longer than the rest of devices.
