I'd say 30 or perhaps 35 if the strike is considered.
I love the circulation cameo. I'd think about looking for a half step up to a strong LIBERTY.

VF-30 is my grade on this coin. I don't know the coin looks off to me. It looks like it was cleaned or something. It just seems meh imo.

Yes - in my opinion - when only one of the six talons has lost its' divisions, the reverse shield has barely started wearing, the center wing feathers are barely touched, all of the leg feathers are still defined and the arrow fletches haven't lost any detail. When two faces of the coin disagree, it's time to start thinking about how one face was able to "wear" so much faster than the other. The answer is, "It didn't." Something else is afoot here besides/in addition to circulation. The more experienced I get, the more I feel that "grade to the lowest face" is just a form of intellectual laziness. That is not meant to be a personal attack, just an expression of the belief that grading probably ought to be far more complex than it is, and this coin is a good example.
