Looks like worn die doubling to me.

Die Deterioration Doubling. This is quite common in the last few years on Roosevelt dimes. Notice that all of the doubling appears to flow away from the center.

MD stands out on the ONE area. Note the shape of the 'O' is reduced on the bottom loop.
