1987 penny. 7 has an odd strike presuming it is not PMD.
Heavy Strike or Doubled 7 like a doubled thumb on the 200 pennies?

I agree with John - die chip. An no, that's not a Big chip - it's just the tiny ones are much more easy to find and post.

It could be a displaced plating bubble. By that I mean the trapped gas at the point of die contact on the 7 push it with force...like pushing on your cheeks when inflated, air's gotta go somewhere.

A little better pic would help. Might be a die chip,a ding or a burst gas bubble.
