That is Die Deterioration Doubling.Starting on 1990 Nickels the mint mark was part of the die design and were not hand punched.

If the mint mark is doubled after 1990 on any coin, look to see if the devices closest to it are doubled. If so you might have a doubled die. I know of one that is that case on a 1995-D Cent:
1999-P-Jefferson-Nickel-P/P
But coin damage/machine damage/die deterioration needs to be figured in on the post 1990 coins.
