If you get a chance, try making a side by side with another coin that is different from that year. You'll notice the overall size of the devices are normal. That is why we don't feel this is hub doubling. The marks on the tops are probably from circulation. Note the the first 'T' where the arrow is pointing. That area is raising from coin damage on that device.
