I'm going to go with zinc rot. After 82' cents were made with zinc. Some cases of pennies show zinc rot. I believe this is what is going on with your coin.

A severe case of Zinc Rot. This is common on the Zinc cents. Because of the bad damage, it's a spender.

@tmills, if it is zinc rot, then you should be able to collapse that bubble. In any case, it sure looks like damage to me. I agree getting a pic of the obv would be helpful.
