I'm pretty sure it's just damage but not 100%. It is not flat like, like all the other normal Lincoln cents. I'm not sure if you can tell by the pictures I took.

Interesting LMC. I wonder if someone stripped off the copper plating to reveal the zinc core and then slightly cupped this coin in a dapping block?

Looks more like the case of adding the zinc plating outside the copper plating. See the rough texture. It is probably from the extra zinc or the plating underneath the added zinc. Spendable.
