@barkolector, first welcome to CCF. Second, that partial, inner ring of damage that goes through the date and most of the inscription on the rev appears to me to be damage from a rolling machine. The obv looks like there are a couple of spots on it. In both cases, these types of damage do not increase the value of your coin.

I like the blue light on that image. (it doesn't help much, but a unique color)

It seems to start east of the E of E PLURIBUS without affecting the E.

Can you get better closeups of the area in question?

That's just Coin Wrapping Machine Damage on your Quarter. Not an error. It's Post Strike Damage ( PSD).

with Spence and E&V. Just Wrapping Machine Damage, not a Dryer Coin.

This coin was on the end of a roll when it was wrapped. The crimping jaws made contact with the reverse of the coin as it rotated leaving this circle of damage cut parallel to the edge.

Wrapping machine damage, not a dryer coin--in my opinion; unless San Francisco mint employees were using freshly-minted quarters at the on-site laundromat, then packaged them for distribution later.
