@tommccorm, first welcome to CCF. Second, posting a close-up view of the date would help to confirm, but it looks to me like the number 3 just took a couple hits. I think that the top of this digit has been flattened and then the bottom part was mostly moved down and to the right. There seems to be some remnant of the original digit still in its original location.

Note the altered area is parallel to the rim. So it was a rotary issue that damaged the coin. Counting machines or vending machines probably were the cause. PSD
