Looks like an over polished/wire brushed die. A few die cracks and a long die scratch from left of the 9 through the O in GOD. Pretty ugly die that made this coin.

It appears to be Die Deterioration Doubling. The die scratches are unrelated to the doubling. Abrasion doubling is, in fact, a myth.
Error coin writer and researcher.

A very worn die that *might* have some minor hub doubling...but even at that, it wouldn't be a collector's coin as a doubled die because any doubling that is present is mostly obliterated by the die wear.

All of the stuff you see on the portrait is die wear. Some of the letters appear they could have minor hub doubling. The flow lines throughout the coin and the very worn outer edges of the devices is all die wear.
