It's nearly impossible to accurately grade a computer image but, based only on the crown and shoulder, I'd give it and XF-45. You can't tell what's wear and what's not because of the black oxidation/toning.

I should have mentioned in my opening post that this NGC graded coin is the worst example of overgrading I have ever seen.
I too would grade it ef40, ef45 with maybe a longshot au50 (being graded by a US company).
I'll post the actual grade soon.
Oh and by the way, it has a 'WINGS' sticker.

considering your hint that it's in your eyes over graded, I think this coin is in an AU-58 or MS-62 holder..although I see the reasoning behind why you think it's over graded, I believe the coin is closer to UNC than you think. although baggy, I see luster and not much if any actual wear. I think this coin is the perfect combination of bad toning, a not so sharp strike and bad pictures. my personal grade would be mid AU.

I see a lot of wear and disturbances in the fields. If NGC graded this a 45, I would say they were very generous.

It should be AU58 or MS60 IMO.
EF is way too harsh. There is mint bloom throughout the fields.

Yeh, there's mint bloom between all the scratches, off the shoulder that shows wear, and away from the crown that's also worn.

When I first looked at the coin, it spoke AU 58 to me (although the rim would dictate other wise)...Photographing with a flash or direct lighting amplifies marks 10 fold vs the naked eye. Because of the noisy fields, ICCS would penalize this coin. Admittedly even as a very weakly struck coin, a miss by NGC but not as much as you think. The "wings" sticker makes this even more interesting...

American graders put much less emphasis on fields than ICCS.

Well, I see a few posters trying to justify an MS grade, saying there is some 'mint bloom'. Now have a look at the reverse and tell me there isn't outright wear (crown and tops of leaves) and 'no' this is not a case of a weak strike. Let's face it folks, NGC and Wings are way off on this one and it begs the question, what use is Wings anyways? IMHO, an EF reverse..................
