It looks like environmental damage rather than repaired surfaces. The entire obverse looks like it has ED and that area between the forearm and knee is funky. I would say it was sitting at the bottom of the ocean except the reverse looks fine.

AU details. Die clash for sure. May be some evidence of old ED in right obverse field, which may have been the reason for cleaning.
