Pictured are two 1984 P quarters. The one on the right represents most of the 1984 P quarters that I have seen. The one on the left shows a larger space between the bow in Washington's hair and the P mint mark. Is this a minting error?

Mint marks were added to working dies by hand until 1989. They had a target area, but they could be almost anywhere, or upside-down, or sideways.

@JJF, first welcome to CCF. Second, these mint marks were hand punched into the die and therefore exhibit some variation in location as you have noticed. No premium for these coins.

Can't tell from the images you provided.

Just realized I misread it. I though he was talking about the ribbon and the neck area. Correct answer already give. Mint marks were hand punched until 1990, when they are now on the die as part of the design. So no more RPMs after 1990.

Hand punched mint mark on the die = close enough for government work. Nothing special. Spend it.
