It's a 1999 D (Denver mint) Roosevelt dime. Looks like it has seen better days.

Looks like its been near damp or rusting metal , like lost under a cars carpeting or even worse

I must agree with everybody else.I metal detect on weekends and thats what 95% of the dimes I dig up look like.I clean them in a coin tumbler and put them back into circulation. Welcome to the forum.
