I believe that generally a fringed flag means army and a plain one means navy, so I imagine this was probably given to members of both branches for serving during some conflict. Really just guessing. If someone can read the script it'll probably give a more solid answer.

That is a Russo-Japanese War campaign medal, awarded in 1906 to all army, navy and attached personnel who took part in the conflict. The Japanese shield on the reverse is inscribed "Meiji Year 37-8" or 1904-1905, the date of the war. The attachment point for the ribbon has broken off.
