Any idea what this is? I couldn't find anything on TokenCatalog.com

Perhaps something similar to a dog tag, or a baggage marker.

Those would be my guesses.

On ebay I've seen them listed as "lost key fob tags"

I've saved images of two different ones that caught my eye one which is similar to yours stylistically but with minor differences.
