Most Newfie coins were not fully struck, so accurate grading with the coin not in-hand is harder. I think it's a solid F-15 and VF-20 on a good day.
Whatever you do, ALWAYS flatten staples on your 2X2's. It will save you from scratching anything that the holder touches.

I would go with VF for the details but those obverse scratches are very dominant.

I think it might get F-15 at ICCS.

OkieCoiner is right. Weak strikes are kind of normal with Newfoundland coins. I've seen nearly uncirculated coins that would get no better than a VF20 grading.
With this one, it could get a F15, but I'm at F12. The laurels in front of the Queen's ear are too worn with no braid marks showing to be VF. Then we have the rim ding and scratches which net grade this at F12.
That said, this is a very nice coin with what looks like beautiful natural toning.

Not "weak-"flat...the dies were varied, some with high relief-some flat or low relief...this one looks like a F-12.

I see F12 here. Nice coin.
The impression of dies really does vary with Newfoundland coinage, but this one looks fairly circulated to me.
