@SM30, with a target mass of 3.11 g, an allowable tolerance of 0.13 g, and a smidge of wear, I'd say that your coin is still within the range of what might be expected.

Not within tolerance but minimum tolerance rate is 2.98 g, so your coin is only .03 g low. And you're coin is not uncirculated so it has some wear. So most likely it was within tolerance when it was made. Even if it wasn't, it would've been so close to tolerance that it would not have any additional premium value.
