Mad/Partial Collar State Quarter

The quarter is wider/taller a regular quarter, but it does not have the markings of a partial collar. could it have been worn down? But I haven't seen a MAD on both sides of the same coin. I need experts please.

Well then, it is called a Brockage, struck without collar deployment, also known by "off-center strike. it will appear as MAD both sides and be larger. On reeded edges the impressions aren't there because those are on the collar, not die.

actually..... the third picture is two quarters up against each other to show how much taller the one in question is.

That certainly could be consistent with a coin struck out-of-collar. There is no retaining ring to confine the planchet's expansion during the strike, so the end result of a coin could be out-of-round, or oblong. In that case, there would be no reeding on the coin's edge (like yours) because the collar applies that during the strike.

P.S. Never hold a coin by its face, only by the edges. Fingerprints can be very detrimental to a coin.

You're thinking of broadstrike not brockage, two totally different things. I think the OP coin could be an un-centered broadstrike.
