The barcode matches the cert, the cert verifys and corresponds to a 1996 PR69DCAM ASE. The only thing that is a bit unusual is that the coin is in a Gen 4.3 or 4.4 holder. These were used from 2005-2011. So, either there was a reholder for the coin, or it was slabbed many years after minted.
