Slit plating on the mint mark. Just a normal coin, the strike split the plating and now the coin looks like that from the zinc receiving oxygen and swelling:  Spendable.

Split plating starts exposing the zinc, the zinc swells and distorts. It is not a OMM. It happens on many of these zinc cents.

 To CCF , there's no way that coin can be a D over S . The only S mint in 1988 were proofs . So it's a D mint with what coop said .

T-BOP hit it the main issue. Only S were proofs, so a D over S is not possible.   to the CCF!

Agree. Mint mark split plating.
Going on, many split plate mint marks take on an O appearance. Of course, no zinc core Lincoln cents were minted in New Orleans.
