This caught my eye thought it was a penny at first anyone seen something similar to this? And have an explanation, thanks

kindly take a picture of the obverse and reverse sides of your coin without the camera flash and post it here again please, thanks bud!

it could be a plating error or somebody used a chemical to strip off the plating. so we need to see a better pic of your coin

If you are referring to a missing clad layer,then no. It looks dirty/toned from being circulated to me.

Here are some more pics the reverse is beat up but in the scratches it's the same color, I don't believe it's just dirt and grime it seems as if the lamination layer did not adhere properly, I thought it may have been stripped as well but would the coin still have as much detail? And some of the layer that would be stripped first that is not in groves and crevices is still intact like the edges. But here are some more pics
