This is Die Deterioration Doubling caused by a worn out die. Your coin also has a plating issue as well. This doesn't add any value to your coin as it's too common. Worth face value.
The two is even with the one, it just doesn't have a tail like the nines. I agree there are plating issues and the bulk of the "doubling" is DDD. Better luck on the next one.
