This coin has the same "raised" marks on both OBV and RVS. Maybe some kind of die damage? The coin looks nice but unfortunately has been harshly cleaned.

Can't be a rusty die issue, because if it were rust that would be raised on the die, then the coins would have an incuse mark on them.
If it were items on the die face or coin, then these marks would also be incuse. It is an issue with the die having damage to the fields of the die. Dents/incuse marks on the die, leaving raised marks on the coins struck.
I do see some incuse marks on the left side of the bust on the obverse, but it looks nothing like the shapes on the coin. But if these would are fixed on the coin. and moveable, then it would be something clinging to the coin. Sometimes a lamination will move on coin and be located in a new area.
So see if the are fixed to the coin. (try moving it with a fingernail) if they don't budge, then they are an issue with the die. Not premium for these that I know of, but that is probably what they are. There may have been some metal filing on the bench when they were moving the die around that damaged the fields.

Those areas look raised above the field surface. True?

Correct. Clashes are slighty affected a bit lower than the field. (Remember the coin yesterday that had die scratches on the field, that did not flow over the clash on the reverse of Memorial cent)

I tried to move the marks but they don't budge, it is just odd that the same raised shapes are on both sides of the coin

Well the look like it on the coins, but on the die pair, the would be opposite sides as the dies are rotated 180 degrees. The three lines east of the eyes and below the last 'T' TRUST, don't have a match in the southern equator of the reverse?
