I've heard of them. At one time they were supposedly fairly common but I've never seen one. They were a sort of "unofficial" commemorative privately produced in honor of a visit to the US by General Lafayette in 1824.
Cool counterstamps. I got curious as to what was the earliest numismatic listing I could find for this piece. There may be earlier listings, but here's one from 1885 with the same c/s on an 1820 dime ....
