I can't tell if it's a stutter strike error or something else.

Can you post a pic of the obverse please? There could be clues on the other side.

@Chrishutson, first welcome to CCF. Second, normally when we see this, the fact that the letters are backward is a very good indicator that someone squished another coin with this one in a vice, thus transferring some of the design. The lighting on your pics is a little dark right at 9 o'clock which seems to be a prime area for these additional letters. In addition to posting a pic of the front, can you please also try to get a better lit shot of this region on the back? Thx.

If the letters are backwards, usually it is an altered coin in a bad way. But if the coin was struck, then the devices would bar raised ( not incuse transferred from another coin) Ann would not be mirrored.

Vise job. You can see where a rim cut into the shown coins rim at 3 o'clock and around under QUARTER

Just a couple questions; If the coin is a vise job(Which it might be) Wouldn't the rim at the 4 o'clock position be smashed? Wouldn't some of the design show on the relief? Just west of the Q in quarter it appears to be raised,Is it?

A vise does add all devices from another coin:
1988-Quarter-Errors-Word-Backwards-On-Quarter
Your coin was probably placed between two pieces of wood with another coin, then hit hard with a hammer. Thus the only transferred was where the hammer head hit one coin into another one. ( good catch on that question. It shows me you are a thinker)

My actual thoughts were someone grinded the relief off and the squished it, But however it happened it just made me think. I still would love to see better pics and some of the obverse.
