It's PMD. (Post Mint Damage)

Someone had something round with numbers raised on it and either pressed-squeezed or struck it against your coin leaving the mirrored image.

Commonly referred to as a vice-job.

From the looks of it, and the sharpness of the numbers, suggest to me that this coin may have been mechanically pressed with a foreign object.

If it were wacked, wouldn't the other side of the coin be affected? It still looks like glue to me. (the numbers are raised on the area in question. so they may have been incuse on the thing copied?)
Note spill over of glue beyond the anomoly.
The air bubble under the glue east of the numbers?

I would say use a toothpick and see if you can get any of the anomaly to move. The face of Abe looks really weird to me. It looks like a normal cent at the eyes,But just behind that it looks incuse. I would do the above mentioned and if nothing moves see what kind of medals the mint made up to 5 years before.

To CCF! It's definitely 100 percent Post Mint Damage. It looks like it was glued to some type of round object. Try using a toothpick or Acetone to see if it will move or come off.
