I'm guessing this is symptoms of vlds. There's literally hundreds of small die chips on the obverse and some on the reverse too. They look like blister plating on zincs. What do y'all think?

Spend a day or two studying this section on error-ref.com, Mike Diamond's site. I consider this the absolute Bible when it comes to recognition of coin errors.

It looks like the die is in VLDS die state, but die polishing of the fields, makes this look like the die is fresher. But I feel that is an illusion as the devices flowing into the deeper part of the die are showing the heavier die flow. So you have fresh looking fields with the deeper die areas showing extreme wear. So the polished fields were probably freshly done.
