@Shannonjo1717, first welcome to CCF. I'm sorry that it has taken weeks to find us, but I'm glad that you have.
It looks to me like the copper plating on this cent has worn away in places (especially at the last digit of the date and at the mintmark) and then underlying zinc core has started to deteriorate. As far as your other two questions:

Sorry but I do not see exactly what you are describing. Maybe the worn shrubbery to the side of the steps?

If you mean in between the columns at the center of the Lincoln Memorial, then yes, he is a part of the design.
Overall, I'm not seeing anything which would cause this cent to be worth more than face value, but others will weigh in with their own opinions too.
