1962 P LMC Reverse Lamination

This looks like some sort of lamination but it appears both sides of the coin were affected. Obverse has a weak strike in the same area as the reverse lamination. The coin weighs 3 grams so not really underweight. Any ideas?

Looks like an broken planchet. Probably before the strike happened. Note the weakness on 'IN'.
