4.6 g, diameter ranges from 22.5 to 23.4 mm, non-magnetic.
Only partial reeding on the edge.
Regular 1999 quarter is 5.05 g

Cant find anything on Coinscan.com that matches up.
It does match the weight of a 1999 Canadian nickel...

Nice catch.
5 cent planchet seems like a good candidate.

Edit: nickel was ambiguous here,I guess this is one reason we should use the proper names for Canadian coins

1999 5-cent coins are copper-nickel (and non-magnetic)... looks like you have a 25c struck on a 5c planchet.

Looks like a typical 25 cents on a nickel planchet

The reverse looks like Canada's engravers' abilities have now surpassed that of the U.S. engravers!

The theme of the coin was "Canada Through a Child's Eye"
The designer of the coin was 10 years old, the youngest designer of a Canadian coin.
Do you mean the US has 9 year old designers or ?

DBM, Effigy Mounds Quarter is a wonderful example of our handless work down south he'ah ya'all...but we have yet to "git down...git down...git dooowwnnn" to the RCM's cartoon character and fantasy glow in the dark coins yet! But I hear the Mint has a new design contest going only for grade school are-tiests!

Thanks everyone.
Not scarce by any means, but I thought it was cool to have one of the commemorative issues on a wrong planchet.

I always wonder if these type of planchet errors were intentional or honest mistakes...

We won't really know for sure, but sometimes, they're Mint Assisted errors caused intentionally. There's no way to prove it of course.
