Thinking this is struct through a piece of wire. Out of a OBW roll and doesn't have the characteristics of a scratch IMO.
Opinions are welcomed.

Very nice find! It looks like it was Struck Through Thread. One thing I've noticed when opening these 2018 LSC rolls is you'll find a ton of minor Struck Throughs.

My first thought was that this sure looks like someone took a diamond tip engraver to it. I guess that type of PMD would have exposed the Zinc core, which is not the case with this coin. Nice find!
